I am trying to optimise the responsive mode so that it appears full screen (with side widgets/pictures in right place) on an ipad/other tablet device whilst maintaining one column on the iphone/other mobile. The site is here: http://www.bhru.iph.cam.ac.uk.

If you need other then it needs code customisation so you need to hire a developer to fix it.
