Adding a border to bottom of widgets or top of widget title

I am editing the style.css trying to add a border to the bottom of sidebar widgets. Nothing appears although I think I am doing it correctly. Alternatively, I tried to add a border to the top of widget titles, as well nothing happened. I was editing the style for .widgets and .widget-title. Trying to add a 2px border and color #999.

Can you please advise about how to do this?
