I have created my web site with interface-pro in Turkish. I will now create the pages in English (I will do the translation of the text myself manually).
Do I need a plug-in to make the site bi-lingual or can I do it manually (is it enough to create one menü set for Turkish and another one for English and then place a country flag that will direct the vistors to the English menü set)?

Yes you need plugins to make the site bi-lingual. But you need to hire a developer to add flag on certain position as you want. Because it needs code customisation.
