I have changed the layout to right sidebar in the theme options and tried to add right side bars to those two pages and it won’t show up. I need small contact forms in those sidebars if possible. I am not sure what I am doing wrong.

Could you please send the url of your site? If you have chosen the side bar from the theme options then it must work. To overwrite the sidebar, selected from the theme options go to specific page/ post and below there is also the layout for specific page. Here selected layout will overwrite the layout of theme options.
