I wrote Slogan text and try to fix to above slider.
That slogan bar is fixed to above on the Home/Front page.
But it downed to below on the content page and changed the slogan to that content/posting name.
How can I also fix on all any pages?

In Where the Slogan appeared:

Two Column Interface Pro / Two Column

I want to get the menu structure on the right.

You cannot add slogan on other page. This slogan is only available in front page/ home page. Please make us clear about menu structure on the right. We did not get exactly what you mean. If you like to add menu then you may go to dashboard -> appearance -> menus and you can adjust menu as you like using drag and drop.
