How do I start over from fresh? I’ve made to many mistakes and config changes and would like to reinstall the theme and start of with a clean default.
When I remove/delete and reinstall the theme, it still has all my old site content.

yes because the all content is stored in database. IF you want to start fresh then you need to remove all the content from database and install a fresh one.
