If you want to skip the first post of a category then what you can do is just remove the category for that post or create a new category by excluding that post and set that category to Featured Posts 2 section.

Actually the name Home is the name of the page which is set as front-page, just login to your WP Dashboard and go to Pages where you can find the page name Home, edit the page as well as permalink and update.
